Ok this was a tough one the vehicle was throwing a p0449 code for a vent valve short so I checked the the solenoid and it was not clicking. So I had to drop the tank. Alot of people think it's the purge valve solenoid on the back of the intake but that would throw a P0446. But here is a video showing how to replace it hope this helps someone.
